In Hanoi, a city of over 7 million inhabitants, motorcycles account for nearly 73% of trips, and the number of light vehicles is rapidly increasing, causing pollution, congestion, noise, and road safety issues. To address these challenges, local authorities are developing an ambitious metro network, with several lines already operational and more planned by 2040.
The Moov’Hanoi project, launched in 2023 by the Île-de-France Region and the Hanoi People’s Committee with support from AFD, aims to support the expansion of public transport, particularly the metro, by improving service offerings and encouraging user adoption. The project uses multiple levers, including better understanding of mobility practices, bus feeder structuring to metro stations, intermodality around stations, and technical assistance to local authorities.
Within this framework, the work conducted with IRD addresses a central challenge: the lack of reliable mobility data hinders the development of effective transport policies. The goal is to demonstrate the potential of data production, modeling, and visualization to support policies promoting modal shift toward public transport and active mobility.
